20 new laws that take effect in Oklahoma today

Thursday, Nov. 1, means a slew of new laws taking effect across the state. Among them is SB1140, championed by the Catholic Conference of Oklahoma, which prohibits a private child-placing agency from being required, to the extent allowed by federal law, to perform, assist, counsel, recommend, consent to, refer, or participate in any placement of a child for foster care or adoption when the proposed placement would violate the agency’s written religious or moral convictions or policies.
